Each year, ACTS stands on the front line of service for our community. We respond to crisis, restore stability, and rebuild lives. This Annual Report reflects that commitment. It tells the story of impact—measured in meals distributed, families housed, survivors protected, and volunteers engaged.
In FY25, ACTS provided food to more than 10,600 households, supported over 600 individuals with housing services, and answered hundreds of crisis calls for those facing domestic or sexual violence. Every number in this report represents a life touched and a moment of hope made possible through your support.
Your generosity sustains this mission. Whether through time, resources, or advocacy, your partnership ensures that no one faces crisis alone. As you read through these pages, I ask you to see your role in every achievement. You help keep families safe, children fed, and hope alive in Prince William County.
The closing of the Second ACTS Thrift Store this year marks a shift in how we focus our resources, not in our mission. We remain steadfast in our service to the most vulnerable members of our community.
Together, we will continue to foster hope, provide relief, and promote self-sufficiency. Thank you for walking with us, believing in our mission, and strengthening ACTS for the future.
With gratitude,
Dr. Stan Jones

Thank you for your support of ACTS in 2022. Your support enables us to make a positive difference in Prince William County every day. I hope you will find this report interesting and an opportunity to see how ACTS makes that difference. 2022 was a year of change for ACTS. We turned over two thirds of our staff in 2022 with 41 people hired and 48 people leaving. In addition, I became the Interim CEO in July when Steve Liga moved on to be the CEO of the Potomac Health Foundation. We hired two new directors (Housing and Sexual Assault Services), a Human Resources Generalist and created a new Shelter Supervisor position to better serve our clients at the at the Beverly Warren Homeless shelter.
Through all these changes our staff has become an even better team and is working extremely well together to help our PWC neighbors in crisis.
As we have emerged from COVID restrictions, we have started to feel more like a team. We had our first social gathering in 2 ½ years with a Staff Picnic in August and a Holiday Party in December. We also came back into our offices to give clients an opportunity to see our staff either in person or virtually as some of our clients don't own a cell phone or have access to a computer.
ACTS was not without its challenges in 2022. Inflation has hit us hard. We have had to absorb cost increases from our vendors at the same time contributions to us have decreased. However, we have received new Grants from Sentara Cares, CVS, and The Human Alliance of PWC and ended the year on sound financial footing.
As we enter our 54th year of service to Prince William County, ACTS remains dedicated to our neighbors and is ready to face the challenges of 2023.

2021 was not the year most of us hoped for at the end of 2020. Rather than come out of the pandemic, we had new waves. We experienced a new phenomenon, “The Great Resignation,” which is now part of our lexicon. Then prices for everything from housing to used cars went through the roof.
Fortunately, the news was not all bad. Children went back to school in September, unemployment levels turned around, and salaries increased across the board as companies competed to hire staff. ACTS saw our own ups and downs throughout 2021. The worst was the Great Resignation. After weathering 2020 with a solid team, dozens of staff came to me in 2021 saying, “I love ACTS and what I do, but I just can’t do it anymore.” At one point, we were down two program directors and were forced to close our second safe house, which we had only opened a year ago, due to not having enough Resident Assistants to staff the facility 24/7. This forced us to move domestic violence victims into motels once again, which cost well over $20,000 per month for food and lodging. At the same time, we were forced to also close our emergency shelter due to maintenance issues we could no longer put off.
On the positive side, the community continued to support us; we received additional grants to assist clients impacted by COVID; most of our services saw decreasing numbers of clients; our shelter received a complete remodel; and our Prince William Food Rescue program expanded to the point that we split it off as ACTS first subsidiary company – Northern Virginia Food Rescue, which has already expanded into Fairfax County and is poised to launch in Fauquier County.
Thankfully, as ACTS heads into our 53rd year of service, 2022 looks much better for us and our neighbors!

2020 was a year that brought significant challenges to ACTS. However, the resiliency of staff members who went above and beyond their charged call to bring relief to our community is clearly shown through the results of this past year. In a year that brought record numbers of families calling on ACTS for support, our team met those demands with grace, perseverance, and a commitment to fulfilling our mission.
COVID-19 has had a devastating effect on our community. We have seen record numbers of clients seeking utility and rent assistance. Our Hunger Prevention Center went from serving 100 clients a week to over 80 clients a day at the peak of the crisis! Our crisis hotline saw call times lengthen, and our Crisis Listeners were suddenly responding to more and more calls where COVID-19 was the primary or secondary issue. Our volunteer force was dramatically reduced due to our adherence to CDC guidelines and protocols; yet, no one who sought help was turned away.
Looking back on 2020, it is easy to focus on the negatives. However, ACTS has been able to form new partnerships, expand services, innovate, and even grow over the past 12 months. In all, the ACTS family has persevered through obstacles that have forced other non-profits to shutter their doors. Thanks to the overwhelming generosity of our donors and the effusive support of those who have recognized the importance of the work of ACTS, we have been able to achieve a level of success previously unimagined. It is only through the grace of our supporters that we have set new benchmarks within our levels of service, making us poised to come out the other side of COVID-19 even stronger than before. Hats off to all of us for pushing through 2020!
